Jean-Bernard Descomps ( 1872-1948) Silver table medal. Académie des Sciences coloniales 1922. Awarded to Monsieur Émile MOREAU Elected member. Net weight: 144.42 D_7 cm. Émile Moreau was born in Poitiers on September 29, 1868 and died in Paris on November 9, 1950. He had a distinguished career as a senior French civil servant and banker. Before becoming Governor, he held several important positions, including Inspector General of Finance and Chief of Staff to the Minister of Finance in 1902. Moreau was appointed Governor of the Banque de France on June 25, 1926, at the height of the foreign exchange crisis, a period marked by heavy speculation against the franc. His term of office lasted until 1930. During this period, he played a crucial role in stabilizing the Poincaré franc, in response to the economic challenges of the time, notably hyperinflation in Germany and tensions over war reparations. As Governor, Moreau was a fervent advocate of monetary stability and contributed to major reforms within the Banque de France. His experiences and reflections on his tenure were documented in his memoirs, entitled "Souvenirs d'un gouverneur de la Banque de France". Émile Moreau remains a significant figure in French economic history, having navigated through tumultuous periods and influenced the monetary policy of his time.
